Russia promises 'continuous' supplies to India
In June 2025, amid discussions of new restrictions against Russian oil transportation services, the Russian leadership publicly confirmed its readiness to continue to support energy supplies to key partners, in particular India. The announcement was part of Moscow's broader strategy to redistribute export flows to eastern markets and reduce vulnerability to Western restrictions. The consequences of the tactic are twofold: on the one hand, it retains export earnings, on the other, it increases dependence on a limited circle of buyers with stricter trading conditions and potential political risks. In addition, attempts to circumvent restrictions through “shadow” fleets and alternative schemes increase transaction risks and logistics costs. For the international market, such shifts are changing the geography of oil flows and causing tension in diplomacy as Western countries consider additional measures while Asian buyers assess their own risks. June 2025 showed that energy remains the main instrument of foreign policy, and its redistribution requires time and huge investments.
