In November, the US administration sent its special envoy to negotiate with Russia. The goal is to try to launch an international settlement format, including a guarantee of security, a ceasefire, and the return of prisoners. American diplomacy proposed a 28-point plan that could become the basis for a peace agreement. However, Moscow stated that it is not yet ready to sign - the conditions must be “taken into account” and guarantees must be provided. November 2025 marked the last major effort of international mediators - perhaps the last chance to launch a negotiating mechanism. But its success depends on the Kremlin's willingness to acknowledge reality—and abandon ultimatums.
